Congress Manifesto Focusses On Separate Kisan Budget
A separate budget for the farming overhaul of crop insurance was key pf elements of congress's poll pitch to farmers as the party listed 22 points in its manifesto covering various demand of farmers' outfits, including loan waiver like it did after recently forming governments in Chhattisgarh, Madya Pradesh, and Rajasthan.
Apart from a Kisan budget for farmers, Congress also pledged to make outstanding farm debts a civil liability, which would ensure that no criminal proceedings are initiated if a farmer is unable to repay a loan.
Congress also promised it would set up a Commission on Marginal Farmers and Agricultural Labor to advise the government on policies for ensuring higher income and wages. It also talked about establishing a separate permanent national commission on agricultural development and planning and repealing the agricultural produce market committee act which regulates markets in states.
“We will direct insurance companies to offer crop insurance and charge premium on the principle of no profit, no loss,” the party said.
