KCR To Abolish VRO System?
Telangana Chief Minister, K. Chandrashekhar Rao, might soon abolish the VRO system prevalent in villages. He seems keen to curb corruption by revamping Revenue Department and by merging it with Panchayati Raj. There are speculations that an official announcement could arrive soon in this regard.
VRO, Village Revenue Officer, the system is a concept introduced during the British era. It was designed to improve revenue collection mechanism and the officer was the lowest administrative unit in the settlement history. But due to change in land laws, increasing land disputes and increase in the land prices, the VRO's tend to create more errors and blunders.
KCR has commented during assembly sessions that if the Revenue Department is not revamped, it can pose threat. He also told that VRO's have more power than the Chief Minister, Chief Secretary and Land Administration Chief Commissioner. Title Guarantee Act, to avoid land disputes, is likely to be brought up.
During the Lok Sabha Elections, KCR hinted at bringing revolutionary changes in the Revenue Department. He told that terms such as revenue and collector should go away now.
